The fact that you signed up for the service with that in mind and you have been unable to is definitely problematic. In both instances I'm dialing the same number and do have the +1 both times.
If you have a Family Sharing plan then the $100 maximum overage only applies once to the account, not for each and every cell phone line on that account. Any roaming add-on you buy counts towards this cap. So, if you buy data to be used in the US for $20 then the most your carrier can charge you at the end of the month in overage fees is $80.

I am used to receiving texts and calls while roaming. Just turn data off while roaming and I don't have to worry about being charged unless I make calls or send texts... Typically a welcome notification is sent out as soon as the device is connected to the foreign network. If you only wish to use your device over wifi I would recommend you to keep your phone on airplane mode. This would avoid any accidental Roam Like Home or roaming charges as you've mentioned.

I'll be calling customer service once I'm back in Canada. The bigger issue is when she gets an incoming call from anywhere but India. Yesterday I called her from my 604 number and her caller id showed a completely random local India number. May I know which local network are you connected to? I realize that switching to a different carrier manually did not work for you. Is there a way you can test your SIM in another device? Just to identify if this is a device issue or a network one.
That even while roaming is OFF on the device.. Roam Like Home, is a billing based feature not an actual feature for every instance of calls or event. If a user did call forward and went roaming to US, they would be charged Roaming regardless. So I would suggest, don't call forward it, unless someone here in the community, confirms it isn't triggered.
It wasn't long ago that traveling to the US or internationally meant leaving your cell phone at home. Thank you for your posts, we appreciate that you took the time to bring the Roam Like Home Trigger/no Trigger to our attention. Just thought I'd jump in to clarify the MMS for you. Roaming and Long Distance rules are based on how the tower in switches work... So this is essentially now made into a standard on how all the features work. Are almost a third more likely to bring a device to access the Internet.
